ReTour – Building Resilient SMEs in the Tourism Industry is an international cooperation project funded by the European Union under the Interreg NEXT MED Programme. The project brings together partners from Greece, Cyprus, Jordan, Turkey, Italy, and Lebanon to strengthen the resilience of small and medium‑sized enterprises (SMEs) operating in the tourism sector across the Mediterranean.
The tourism industry in the region faces increasing challenges due to global crises, economic pressures, and rapid technological change.
ReTour aims to help SMEs adapt, innovate, and thrive by:
Creating a digital innovation platform to connect tourism businesses with technology providers.
Organizing virtual challenges and hackathons to foster creative solutions for tourism resilience.
Developing a resilience framework that guides SMEs in adopting sustainable and crisis‑ready practices.
Preparing policy recommendations to support governments in building a more adaptive tourism ecosystem.
The project will directly engage 150+ tourism SMEs, provide training for 180 individuals (including youth, graduates, and employees with limited skills), and involve 60 local technology providers in co‑creating solutions across the six involved countries.
ReTour will run for 30 months. The project is coordinated by the National Technical University of Athens (NTUA), with Specto and Jordan University of Science and Technology as official Jordanian partners.
By combining innovation, collaboration, and policy support, ReTour seeks to build a more resilient, sustainable, and competitive tourism sector across the Mediterranean.

Call for Tourism Resilience Framework Expert – ReTour Project
Specto (PP4 – Jordan) invites qualified applicants to submit proposals to provide specialized tourism resilience expertise for the ReTour – Building Resilient SMEs in the Tourism Industry project.
ReTour is co-funded by the European Union under the Interreg NEXT MED Programme and aims to strengthen the resilience and innovation capacity of tourism SMEs across the Mediterranean region.
The assignment will support Specto’s contribution to the Resilience Framework for MSMEs in Tourism under WP3 – Innovation and Collaboration Framework, Output 3.2 – Assessment Reports and Implementation Plan.
- Research and assess existing good practices in crisis resilience, early warning systems, and risk assessment relevant to tourism MSMEs
- Prepare one documented and assessed Jordanian good practice case study for inclusion in the jointly developed Resilience Framework
- Assess the effectiveness, applicability, and potential adaptation of identified practices to tourism MSMEs’ challenges, risks, and operational needs
- Prepare Specto’s technical contribution to the Resilience Framework, including relevant resilience measures, policies, skills, and practical approaches, incorporating expert feedback
- Prepare a consolidated technical report with findings and practical recommendations for adopting resilience practices, including relevant policy and capacity-building measures
- Relevant professional experience in tourism resilience, risk management, crisis preparedness, SME development, or related fields
- Experience in researching, assessing, and documenting good practices, particularly in crisis resilience, early warning systems, or risk assessment
- Experience in developing technical assessments, frameworks, or practical recommendations for SMEs or relevant sectors
- Strong analytical, research, and report-writing skills, with the ability to translate findings into practical recommendations
- Very good command of Arabic and good command of English
- Knowledge of the tourism sector in Jordan and the challenges facing tourism MSMEs is an advantage
- Experience with EU-funded or international cooperation projects is an advantage

The assignment will support Specto’s contribution to the ReTour Innovation Hub in Jordan under WP3 – Innovation and Collaboration Framework.
- Develop a stakeholder mapping and engagement methodology for relevant tourism MSMEs and stakeholders in Jordan
- Design consultation and feedback tools, including surveys, focus-group guides, and consultation templates
- Analyze stakeholder input to identify needs, priorities, challenges, and opportunities relevant to the ReTour Innovation Hub
- Provide methodological and analytical support for stakeholder contributions to the Resilience Community Manifesto and Virtual Innovation Challenges, where applicable
- Prepare a consolidated technical report with findings and practical recommendations to strengthen stakeholder participation and continued engagement
- Relevant professional experience in stakeholder engagement, SME development, participatory research, or similar activities
- Experience in stakeholder mapping, consultation, surveys, focus groups, or feedback mechanisms

Call for Event Moderator/Facilitator – ReTour
Specto (PP4 – Jordan) invites qualified applicants to submit proposals to provide professional event moderation and facilitation services for the ReTour – Building Resilient SMEs in the Tourism Industry project.
ReTour is co-funded by the European Union under the Interreg NEXT MED Programme and aims to strengthen the resilience and innovation capacity of tourism SMEs across the Mediterranean region.
The assignment will support the Resilient Community Building Events & Technology-Innovation Workshops implemented in Jordan under WP3 – Innovation and Collaboration Framework, Activity A3.3.1.
- Prepare a facilitation plan, session structure, discussion guides, and facilitation tools for each workshop
- Moderate and facilitate interactive sessions on technologies, innovative practices, and tourism resilience, including crisis resilience, early-warning systems, and risk-assessment tools, as relevant
- Facilitate networking, knowledge exchange, and collaborative discussions, guiding brainstorming and interactive exercises toward practical ideas, solutions, and recommendations
- Prepare a detailed report for each workshop summarizing participant profiles, feedback, main discussions, outcomes, actionable takeaways, and recommendations
- Prepare a draft Policy Recommendation Action Plan following the final workshop, outlining strategic guidelines, policy measures, legislative initiatives, and best practices to enhance the resilience and sustainability of the Mediterranean tourism sector
- Relevant professional experience in event moderation, workshop facilitation, or similar participatory activities
- Experience in facilitating multi-stakeholder workshops, discussions, or networking activities
- Strong facilitation, communication, and presentation skills
- Ability to to guide discussions and translate them into clear outcomes and recommendations
- Very good command of Arabic and good command of English
- Knowledge or experience in tourism, innovation, resilience, technology, and/or SME development is an advantage

Anticipated Workshop Period: November 2026 – May 2027
Two to three full-day workshops are anticipated during this period, each attended by 30–40 SMEs.

Call for External Financial Auditor – ReTour Project
Specto (PP4 – Jordan) invites qualified audit firms to submit proposals to provide expenditure verification services for the ReTour – Building Resilient SMEs in the Tourism Industry project.
ReTour is co-funded by the European Union under the Interreg NEXT MED Programme and aims to strengthen the resilience and innovation capacity of tourism SMEs across the Mediterranean region.
- Conduct five expenditure verification audits (every 6 months)
- Prepare expenditure verification reports in line with Interreg NEXT MED financial rules
- Ensure compliance with EU financial regulations, procurement rules, and audit documentation standards
- Liaise with the project financial and coordination teams
- Licensed audit firm registered with the Jordanian Association of Certified Public Accountants
- Proven experience in auditing EU-funded projects
- Strong understanding of EU financial regulations and procurement compliance
- Ability to deliver reports in English
